With a flu epidemic running rife, three new bumbling recruits are assigned to Inspector Mills police station. With help from Special Constable Gorse, they manage to totally wreck operations of the police force and let plenty of criminals get away, even before they arrive at the station. They all have to prove themselves or else they'll be out of a job and Sgt. Wilkins will be transferred.
The foundations of a franchise Carry On Constable might be the fourth film in the Carry On series, but it very much feels like the true beginning and that is in part due to the introduction of Sid James. Typically, a Carry On film to this point involves taking a British institution and blowing a raspberry at it. The problem is the success rate is dependent on having a focal character to undermine. With Carry On Sergeant, the sergeant was the key person to undermine for his eclectic squad, however Hartnell's refined acting chops almost made the Sergeant a too nuanced and relatable character. Carry On Nurse lacked a singular character to undermine. Carry On Teacher didn't give us much reason to side with the underdogs. Carry On Constable strikes a better balance because Sid James represents authority but also has solid comedic reactions to sell the chaos his subordinates bring.
